Phyllodoce glanduliflora is a common sub-shrub in this area in alpine-subalpine settings:
The name "glandulifera" is well-deserved - the flower stems and the outsides of the flowers are densely glandular-hairy, as visible in the following photo, and even the leaves are finely glandular-hairy:
