What Penstemon is this?

What Penstemon is this?

I think there must be a simple anwer to what Penstemon this is. I'm just having no luck in idenifying it. I found it in western Colorado, growing at just over 7,000 ft. It grows along back country roads in small groupings.

I'd guess P. humilis or P. virens, maybe more likely the latter?

Virens has green leaves, not blue (according to Robert Nold)...meanwhile I have a supposed humilis and it does not have blue foliage either, so I'm afriad I'm not much help.
